CoC Funding Opportunities
HUD Information
One Roof is the lead agency responsible for submitting the notice for funding to Housing & Urban Development (HUD). This continuum brings in around 10 million dollars for funding to agencies who provide housing services. Each year the continuum votes and ranks which projects will be funded for the next year grant cycle. In order to be considered for HUD funding, an agency must:
Attend 80% of membership meetings.
Be current in membership dues.
Participate in One Roof events. (Point In Time, Cardboard Connect, etc.)
Participate in Coordinated Entry and in HMIS unless it is a Victim Services Provider.
The Continuum of Care (CoC) Program is designed to promote community wide commitment to the goal of ending homelessness by providing funding for efforts by nonprofit providers and State and local governments and promoting access to and effect utilization of mainstream programs by homeless individuals and families.

AL-500 Continuum of Care FY 2024–2025 HUD CoC NOFO Update
The AL-500 Continuum of Care (CoC) is providing this public notice regarding its approach to the FY 2024–2025 HUD Continuum of Care (CoC) Notice of Funding Opportunity (NOFO).
Under the FY 2024–2025 CoC NOFO and pursuant to the preliminary injunction issued by the U.S. District Court for the District of Rhode Island, HUD is currently limiting funding availability to renewal projects previously awarded in the FY 2024 CoC Program Competition and is not making additional new funding available to the CoC at this time. HUD has indicated that renewal projects may be submitted for renewal funding without reallocation, replacement, or consolidation. In coordination with projects awarded funds in FY 2024, all eligible renewal projects have elected to renew their grants unchanged using their FY 2024 project applications. Because all renewal projects meet the threshold requirements outlined in the FY 2024–2025 NOFO and satisfy the AL-500 CoC’s local performance standards, One Roof, as the Collaborative Applicant, notified HUD that all projects awarded in FY 2024 wish to be considered for renewal based on their prior approved applications.
As a result, the AL-500 CoC will not submit a CoC Priority Listing or any new or replacement project applications under the FY 2024–2025 CoC NOFO. This approach allows HUD, to the extent practicable, to begin expeditious review and processing of renewal projects, including applicable Fair Market Rent adjustments and Cost-of-Living Adjustments. All renewal projects will remain subject to HUD’s required reviews as outlined in Section III.C of the NOFO.
Importantly, the AL-500 CoC did solicit and receive new project applications for CoC Bonus funds and Domestic Violence (DV) Bonus funds during the local competition process. While HUD has made clear that additional new funding is currently unavailable due to the injunction, all eligible new project applications received will be maintained and kept under consideration. The CoC intends to revisit these applications and proceed with review and submission if and when HUD makes CoC Bonus and/or DV Bonus funding available to the AL-500 CoC.
The AL-500 CoC appreciates the time and effort of all project applicants and remains committed to transparency, compliance with HUD guidance, and continued progress toward addressing homelessness across our community. Updates will be shared as additional guidance becomes available from HUD.

Continuum Special NOFO CoC Builds FR-68-N-25A
One Roof leads the community by connecting and collaborating to strengthen the continuum of services that address the challenges of homelessness, from street outreach to long-term housing. Housing and Urban Development Community Planning and Development Division has released a new type of one-time only funding opportunity outlined in the NOFO Continuum of Care (CoC) Builds FR-6800-N-25A. As the lead entity in this Continuum, One Roof is charged with submission of any request for funding under this NOFO.
In response to that NOFO, One Roof requests proposals for the development of new permanent supportive housing (PSH) units for individuals with a disability who are experiencing homelessness and/or for families where at least one household member has a disability and is experiencing homelessness. The RFP gives more details and important deadlines. The NOFO itself provides the complete information needed to submit a successful Proposal.
